1. H100 floor drops to $1.34 at Vast.ai; H200 rises to $2.93; B200 flat at $4.89

As of November 7, the cheapest on-demand H100 SXM anywhere in FastGPU's live feed is $1.34 per GPU-hour at Vast.ai, down from the $1.87 floor recorded on November 6. Spot H100 SXM starts at $1.09. Google Cloud is unchanged at $5.38 on demand and $1.09 on Spot, so Google's on-demand rate is 4.0x the floor. Oracle Cloud is also unchanged at $10.00 per GPU-hour on demand, which is 7.5x the floor. The H200 floor is $2.93 at Vast.ai, up from $2.67 on November 6, against Oracle's $10.00 on-demand rate. The B200 floor is unchanged at $4.89 at DeepInfra, against Oracle's $14.00 on-demand rate and Google's $1.74 Spot rate. The B300 floor is $5.89 at DeepInfra. Operator read: the H100 loosened sharply in one day while the H200 tightened, and the hyperscaler premium widened on the H100 only because the floor fell, not because hyperscalers raised prices. A one-day marketplace floor is a listing, not a trend.

2. Microsoft reviews $70.9bn in neocloud deals, walks away from a $3bn UK site

Microsoft is stepping away from data center projects it considers risky and debating whether to sign new deals with neocloud providers IREN, Nebius and Nscale, Bloomberg reported November 5, in coverage summarized November 6 by AI Agent Update. The three partners have disclosed Microsoft contracts totaling up to about $70.9 billion in SEC filings: up to about $43.8 billion at Nscale through December 2033, about $17.4 billion at Nebius through 2031, and about $9.7 billion at IREN through 2031. Microsoft has already walked away from a roughly $3 billion Nscale data center at Loughton, in Essex, England, after the grid operator said power may not be available until the early-to-mid 2030s, and it declined to exercise an option that would have more than doubled its Nscale Texas deal. IREN confirmed November 5 that it delayed some Microsoft deliveries, which it attributed to network-design changes requested by Microsoft with no financial penalties, and pushed its target of more than $4 billion in annualized revenue to January, possibly late February. Microsoft cut its 2026 capital-spending forecast by $5 billion on October 28, citing third-party capacity delays, after first-quarter capital spending of $45.2 billion. The existing contracts are not cancelled in the reporting. Operator read: this is discipline on new commitments, not a stop on existing ones, and the binding constraint named in the UK case is power timing, not chip supply.

3. Chip stocks rebound on Nov 6, but win back only part of Thursday's rout

US chip stocks rebounded on Friday, November 6, after Thursday's AI selloff, according to Reuters coverage published November 7 by BusinessToday and a closing recap published November 7 by The Evergreen Edit. The Nasdaq Composite rose 1.09 percent (1.1 percent in the Reuters summary) and the S&P 500 gained 0.31 percent, while the Dow fell 0.46 percent. The Philadelphia Semiconductor Index rose 4.2 percent. AMD jumped 11.04 percent after losing 17.26 percent on Thursday, Intel gained 7.71 percent, Micron added 5.12 percent, and Nvidia rose 2.78 percent after dropping 9.26 percent the day before. The Evergreen Edit, citing StockTitan, calculated that eight large chip stocks won back just over a third of Thursday's drop on average, and both indexes still ended the week lower: the S&P 500 down about 2.7 percent for the week and the Nasdaq down about 3.4 percent. Operator read: Friday was a partial repricing, not a reversal. Rental floors in item 1 did not follow the stocks in either direction this week.

4. Texas moratorium talk puts a state with 27 percent of US capacity in the frame

The political risk behind the selloff has a specific address, according to a November 7 report by GeVestor. In Texas, Democrat Gina Hinojosa won her race after announcing during the campaign an immediate moratorium on construction of new AI data centers and the elimination of local tax incentives, the report says. GeVestor cites Wells Fargo estimates that around 27 percent of total US data center capacity is currently in Texas. The report also notes federal-level calls for strict requirements or nationwide construction stoppages for energy-intensive data centers, driven by rising electricity prices and grid concerns, and notes that Nvidia is scheduled to publish third-quarter results on November 17, 2026. No moratorium law is reported as enacted in the coverage. Operator read: treat this as reported campaign and policy risk, not enacted law. Its relevance is concentration: if more than a quarter of US capacity sits in one state, a state-level pause is a national capacity question, which is why it moved national chip stocks.

5. CNBC: Microsoft plans to shrink its neocloud roster, no decision yet on who

A second, later report adds a direction to the review in item 2. CNBC reported November 6 that Microsoft is looking to shrink the number of neoclouds it counts as partners, keeping some key suppliers while it builds out its own infrastructure, according to a November 6 report by RuntimeWire citing CNBC and two people familiar with the matter. RuntimeWire names CoreWeave among the suppliers in the review and notes Nebius's agreement at about $17.4 billion and potentially $19.4 billion. No decision has been reported on which providers Microsoft may stop using. Operator read: until a name is actually dropped, this is negotiating and planning posture reported by unnamed sources, not a contract change. Buyers with capacity on any single neocloud should still ask who their provider's anchor customer is and what happens if that anchor shrinks.

6. Fireworks retires serverless models on Nov 7; dedicated deployments unaffected

Fireworks AI's changelog states that several serverless models will be decommissioned on November 7, 2026, including GPT OSS 120B, Inkling, NVIDIA Nemotron 3 Ultra, and the US endpoints for MiniMax M3 and GLM 5.3 Flash. The changelog says this applies only to serverless inference, and that dedicated deployments and Reserved Throughput are unaffected. It lists recommended migrations, including a dedicated deployment of GPT OSS 120B, Muse Spark Open for Inkling, and DeepSeek V4.1 Flash 1017 for the affected US endpoints. The same changelog page also describes a new Ultra-fast serverless mode in preview for DeepSeek V4.1 Flash 1017, aiming for 6-8x generation speed, priced at a premium with lower rate limits. Operator read: serverless model lists are not stable capacity. Anyone serving production traffic on a serverless endpoint needs a migration path tested before the retirement date, not on it, and the cost comparison is no longer just per-token price, it is per-token price at a stated speed tier.
